2 star hotel selling as 4 star resort

Pros: The beach but it us a public one and blocked from the hotel by a chain link fence. Better off booking another hotel and just visiting the beach.
Cons: Facilities , staff effectiveness,
Location: Beach, waterfall
The hotel is an aging property with rooms and facilities showing signs of neglect. Examples holes in thatch roof in entry, pool tiles coming off the bottom of the pool, holes in bedroom curtains, and weak ac in bedroom. There are no amenities on the beach which us a public beach. No staff at pool. You get towels at the bar. We received towels that were barely bath towel size. Also not good for a relaxing or romantic stay. The facility held public events over the weekend while noise level made it impossible to sleep at least one night of our stay with noise/construction marring that entire day as well. Staff is indifferent to issues and ineffective at resolving any issues. I overheard about guests receiving keys to the wrong room (while the true occupants belongs were there), luggage bring misdirected and more. Manager never addressed any of our issues with us despite us reaching out to staff on several occasions and making our displeasure known at checkout. I would only recommend if extremely good deal (under 100) or no other choice.
